Dear Ambassador Gambari

Re: Your forthcoming visit to Burma

We extend our best regards to you and welcome the visit you are about to make to Burma. We are a group of Thai and Burmese civil society organizations working to relieve the situation of those suffering under the current conditions inside Burma and to promote democratic processes.

We take this opportunity to comment on the current situation in Burma, particularly in relation to the recommendations you made on behalf of the United Nations Secretary General to the SPDC in your last visit, and that you outlined in your report to the UN Security Council on 5 September. Specifically we refer to the recommendations regarding the need to immediately de-escalate tensions, including:
putting an end to night raids and arrests during curfew
lifting the curfew as soon as possible
releasing all those arrested during the demonstrations and before the crackdown immediately without condition
allowing access to clinics/ medical treatment for those wounded during demonstrations;
withdrawing military forces from the street
ensuring respect for human rights and the rule of law in the exercise of law enforcement, in accordance with international standards
allowing the ICRC to access persons detained and assist in tracing missing people
and putting an immediate end to raids on monasteries.

We have maintained contact with sources inside Burma who inform us that the SPDC has not complied with these recommendations. The military continues its repression of those involved in the recent protests, and has not taken steps to reduce the tensions and allow relief efforts to take place to assist the injured, detained and missing and their families.

We are deeply concerned about the situation and, therefore, asking you to make all possible efforts to impress upon SPDC the urgency of stopping the raids, arrests, torture, execution and other forms of repression immediately. We know that you are keenly aware of the suffering being experienced as a result of the brutal actions of the military regime.
